Policies

Mercedes Molloy's passion lies in listening to her community and making sure every voice is valued and heard. Below is a list of policies compiled based on Molloy's account of what her constituents need. This is how she plans to meet those needs when elected to office.

Support Our Local Business 

Since the pandemic, many of our local businesses still find themselves struggling to make it amid skyrocketing rents. As a city council representative, encourage and promote shop local initiatives, find creative ways for local businesses to contract with local government, conduct surveys to gather data & insights on the struggles and needs of local businesses. Unifying the private and public sectors to create a more lucrative local economy will help our local businesses flourish and reinvest in the place we call home. 

 

My proposal is a rollout of the Scotts Valley dollars program. Participating businesses would accept Scotts Valley dollars to incentivize residents to keep their money where their home is. By consulting community members, we have learned that policies like this are widely successful in the case of downtown Santa Cruz and they would like the opportunity to do something similarly modeled here. 

Climate Resiliency & Natural Resource Protection

Considering the devastating fires of twenty-twenty (the SZU lightning complex fires), I find it imperative to work with the local fire departments to ensure we are more prepared as a community if this were to occur again. As of now, city land located between the Hanger & Skypark, in addition to Bethany and the 1440 Foundation, is currently susceptible to fire hazards due to a lack of maintenance.  

 

As residents of this community, we are directly facing the harmful impacts of climate change, such as perilous rainfall and mudslides, due to our unprepared infrastructure. Once I am elected, I will commit to establishing a robust sustainability and climate action plan. This will include significantly reducing energy consumption in local municipal buildings, expanding green spaces, utilizing the LEED rating system (Leadership in Energy and Environmental Design), and conducting Environmental Impact reports before zoning new buildings.

Civic Engagement Initiatives

I plan to work on initiatives to increase civic engagement in Scotts Valley

 

Including the next generation of voters is of the utmost importance to my campaign. My goal is to procure an environment where voting and politics are accessible by engaging the younger voter population and hearing their concerns about our community. I aim to connect, build trust with, and activate present and future voters by taking part in effective collaborative organizing. While I want to inspire young voters, I also value my community as a whole, and my goal is for local politics to be a space for change where all constituents are heard. 


I plan to do this by holding voter registration events throughout the community at various locations for voter outreach to prove that it does make a difference when people are active in the voting process. 

Local Library Programming

When in office, I plan to spearhead diversity, equity, and inclusion initiatives by partnering with local libraries to host events like Women’s History Month and Latinx History Month. These collaborations will enhance youth programming and support young families in educating their children.

 

In alignment with my goals to strengthen anti-discrimination policies, these library programs will help preserve and celebrate local cultures and heritage. I aim to work with Native groups and other community organizations to promote cultural literacy and educate the next generation about diverse perspectives.

Education Reform and Menstrual Inequality 

I aim to address the issue of menstrual inequality to break the taboos and end the stigma surrounding menstruation by raising awareness about the challenges regarding access to menstrual products. As your representative, I plan to implement an initiative to provide access to menstrual products across Scotts Valley Unified School District to be available in Scotts Valley Middle School and High School bathrooms. The unequal access to menstrual products, education, and reproductive care often goes unaddressed because of this reluctance, as well as a lack of awareness or education about the problem. 

 

Although local school offices and school nurses have sanitary products, the subject is often uncomfortable or difficult to broach for young women in the community. Implementing this initiative would aid accessibility. Concerns around funding these products should be addressed and subsidized by grants and donations.

Improve Parks and Recreation

After doing a walk-through of our local parks, I noticed our parks lack beautification and modern updating. The parents I consulted complained the parks were not up to par with the promises made by local politicians. Stating, “Parks should be a source of joy for the kids.”  Instead, they evoke a somber feeling.  My goal is to invest more funding into our parks for efforts like the new tot playground established in February 2024.

 

I recall going to Sky Park as a child, where birthday parties, celebrations, and BBQs were constantly held. I got to experience the joy of childhood here, and I hope to bring back that sense of wonder in our youth today by investing in the improvement of our parks and recreation. In addition, investing in these parks will not only give our young families a place to congregate, but it enhances the value of property, improves city funding, and encourages potential homebuyers and employees to envision themselves here.

Anti-Discrimination

Politicians with a multitude of affiliations are constantly criticized on the basis of sex and race. In a town that's population is 79.29% white it is easy for the issue of discrimination to be overlooked. So many are unaware of the effects of internalized racism due to a general lack of awareness. So in an effort to make the place, we all call home a more inclusive space for all demographics, regardless of gender identity, ethnicity, sexual orientation, disability, political affiliation, or socioeconomic status, I aim to institute more recognition and services for the multitude of diversities that exist right under our noses. 

            

Growing up, there was never anyone who I could say looked like me in the realm of politics, I always hoped to see someone like myself represent me in government. Representation matters; I want to contribute to the community I live in in a similar way, showing that women of color can bring valuable perspectives to politics and encourage them to remain persistent.

Public Safety and Trauma-informed Policing

I propose the city establishes a Trauma Response Team, inspired by successful California models. These models include mental health professionals and social workers in the police force to manage situations where their expertise can be more effective than traditional policing. This approach aims to de-escalate incidents more effectively and provide targeted support.

 

Additionally, I recommend forming a Civilian Task Force of volunteers to enhance community engagement and safety. To further support these initiatives, mandatory sexual assault prevention training for all new officers would be implemented, equipping them with the skills needed to handle sensitive situations with greater care and awareness.
